The MARS/CAP frequencies are just slightly outside the ham bands. While there may be MARS/CAP mods for the radio, it doesn't necessarily mean it's a good idea. No point in damaging a $300+ radio to save the cost of buying a purpose built GMRS radio. I'd look at current consumption, as well as SWR. I get it, you don't want to buy a dedicated GMRS radio, and want it for "emergencies", but sometimes there's a reason why things happen like this. Or, could be the SWR is high enough that it's impacting the radio. Sometimes, the reason why radios have limits is because they won't work correctly outside the design specs. When you take the radio that far outside its designed operating area, it can do funky things, like start sucking down more power than your wiring can support, the transmitter can get unstable and start throwing out spurious signals, etc. When aligning commercial radios, there's usually instructions to monitor current consumption as part of the transmitter alignment procedures.
